I brought this bike 10 years ago and used it for 6 years without issue.

The bike was very straight and quick. Not so strong off road, the front shocks had very little play and gears a little slower to change than more expensive Shimano gears, but that's exactly what you'd expect, the person I sold it to is still riding it and it isn't showing any age, and around town it could handle anything I threw at it. Off curbs down a few stairs, small jumps it loved it all.

I paid $300 13 years ago. It was a very good basic mountain bike. Components were more than adequate, it was quick and reliable. Better as a solid commuter than off road bike. But it handled everything I threw at it. Probably still about the same price now new.

How do I raise the handle bars?

You can raise and lower the seat you cannot raise and lower a handlebar as such, you can rotate it's position a little to be more vertical or more forward. if you need it to 'raise' it buy a higher stem from a bike shop. Not an expensive exercise and they can tell you if it's a good idea or not.
