I assume, from reading the comments here, that I am stuck with a piece of scrap metal and scrap plastic. As such, i wonder if anyone from Victa reads these posts? If so, what about the statutory warranty of suitability for purpose? I realise that most manufacturers simply hope that such things go away, and take the position of corporate criminals, but one would expect Victa to behave as a good citizen and either remedy or refund. What does the Victa man think?

Yes I whole-heartly agree Spud.
But from the number of complaints I came across on line I don't think they care.
I had a response that said maybe I had an older model, as they say they have made improvements, but if that was the case they are guilty of selling a product they knew would not go close to meeting its warranty obligations.

I find that the bag blows-off constantly, making a bigger mess than when I started (VB1500). Manual appears to have little relationship to the actual machine, including the extra page that is inserted. Wife claims its best use is scrap metal! I tell her we must be doing something wrong. Any ideas, or coherent instructions anyone? I was always a Victa fan, and, about 12 months ago, donated our still-working "Victa Twin" mower to an agricultural museum. Yes, the museum wanted it!

Unfortunately, many of these products are now made off-shore, which is why the quality is terrible. I suspect the problem is with the product, not your use of it, Spud.

About the bag blowing off, try not to over fill it. I sugest, when the Victa VBE1500 starts to tilt back, because of the wieght, it needs emptying. Or the bag will break and make even more mess. You can buy spare gags on the frames online from http://www.allmowerspares.com.au I bought 2 for around $100
