High rate of interest
This is a debt trap of a card. The interest rate is terrible and the heavy handed tactics of Citibank will get you.

Perfect cash card for overseas use
We purchased the citibank debit card for our trip to China as cash is preferred in this country. We informed Citibank prior to travel where we were going. The card arrived in a timely manner prior to our departure, activated and transferred cash no hassles. When we were travelling it was hard to find outlets to exchange money and cards were not accepted in many places, so we withdrew local currency using the debit card from ATMs, mainly in the bank of China. Always worked in every ATM we tried, no hassles. Checks and balances when we returned found all correct. Recommend this as a cash card option when travelling.

Problem using it in India
Citi debit card says that you can withdraw your funds from overseas ATMs. Contrary to earlier practice and likes of CBA, Citi asks you not to inform them of your travel plan. We still informed them. We were declined ATM withdrawl from a Citi ATM on the first try. Their two factor authentication is useless since we dont carry our own mobile sim or use international roaming. as sick and we need funds urgently and had no other source. The withdrawals were declined again. We again had to ring the call centre (we were running out of money) but this time the reset was not done. It is bad enough to have health problems in a foreign country. The time I wanted to spend with the sick person and with the doctors went to the Citi call centre who are one of the ineffective, untrained staff. Citi keeps to following broken record: "A temporary hold will be placed on your account for security purposes until we are able to verify the transaction to avoid any future unauthorised transactions." Why a secure Citi ATM (this one is housed in a small isolated room in Mumbai, Borivali) with correct pin should refuse money when we have informed Citi of our travel plan.Similar opinion?
