On the back pack there is a height adjuster. One of the wings on this adjuster has broken off. If I but a new harness does this plastic piece come with it as I can’t find it in spare parts anywhere

I can only suggest that you Google Pullman 900 and search all supplyers IE, Godfreys, Vacspares, My Vacuum Parts ETC. Good luck.

IS the pullman backback 900 any good for vacuuming fine dust for construction cleans?

I have had no problems vacuuming anything with the Pullman, I have done a few builders cleans they are still going strong, service as needed. I think these are the best on the market

When using a paper bag do I need to use both filter and cloth bag?

I think Filter is essential in use of vacuum. You can use Filter with paper bag or filter with cloth bag. If you can manage cloth bag well (clean, wash, dry well routinely), use cloth bag. Otherwise use paper bag and empty it routinely, and if it is polluted, change by new one.

How long have you had it?
The filter is filtering putrid particle rich air and probably needs replacing. You should change out you filters annually regardless of usage.
